First: Empowered People

To meet the era of art and design, it is important for each citizen to continuously receive arts education in schools, communities, and society from kindergarten to higher education as well as within the seniors centers, so that a sense of beauty, imagination, creativity, and practical ability can be enhanced. As a result, happiness can be gained, beauty appreciated and promoted, and Taiwan’s "soft" power on aesthetic perception and cultural creativity fostered.

Second: Beautified Homeland

Art comes from life, but also merges into life. Life is a fountain for all its cultures to take root and grow, to beautify and elevate the quality values of family and community beginning with a student’s art education. That being said, families could understand better the relationship between age, culture, society, life, and art. The purpose of which is to make art a life's work oriented in a subtle way, encouraging family members to participate in and enjoy art and cultural activities, hence, to promote art as people live and breathe habitually, thus becoming the core values of the society.

Third: Charitable Society

Arts education is essential in elevating and cultivating a human being's spirit while in addition focusing on empowering a sense of beauty. Some other elements are also needed to pay attention to for improving the awareness of a particular culture, i.e., respecting its multicultural differences, strengthening keen observation skills towards one’s surroundings, having concern for others, and genuinely caring about one’s own society. All these values and more should focus and encourage citizens towards charitable behavior, thus creating a future with merciful, benevolent, and beautiful vision.

Major Tasks

1. First, to forge ahead vigorously instituting art competitions nationwide for teachers and students, and to promote value-added activities and events:

Six national competitions for students will be held, i.e., fine art, music, creative drama, native songs coupled with the Ministry of Education’s Literary Creation Award and the National Student Picture Book Creation Award. The task will be continuously reviewed and improved. Also, promotional activities with all kinds of competition results, value-added roving exhibitions, art education seminars, workshops and concerts will be held so that educational implications can be enriched and implemented.

2. Second, to showcase all kinds of educationally visual and performing arts:

In order to provide the public with excellent art creation and appreciation environment so that people’s art literacy can be preserved and their quality of life can be enriched. It is important to utilize the existing space to showcase all kinds of visual and performing arts annually with educational theme and lifelong learning essential elements.

3. Third, to plan arts education workshops:

People’s learning habits and attitudes need to be encouraged, so it is important to establish "Workshops for Promoting Arts Education” and to hold non-formal certification courses on arts education. For the purpose of meeting people’s different needs, all kinds of short-term study activities with various topics of arts and humanities can be designed according to the participants’ age.

4. Fourth, to empower art teachers:

The importance of which is based upon the idea of cooperation within industry, government, and the academy, as well as networking among schools, different types of organizations, and various arts groups. Teachers can also participate in the learning activities to empower themselves through professional art workshops during the winter and summer vacations. It is essential to work with county and city governments to secure teaching materials and lesson plans to bring about, sharpen, and enrich diverse teaching methods and techniques, in order to keep and further encourage the students' interest in learning while developing artistic potential to the fullest.

5. Fifth, to pass on new art knowledge and promote reading habits:

Utilizing the vantage points of books and other publications, i.e., mobility and marketability, it is important to reinforce the relevant issues concerning the most current art knowledge in order to promote lifelong learning. For example, the "Journal of Aesthetic Education", "International Journal of Art," and "Arts Education Newsletter" will be issued accordingly on a regular basis; and the "Nationwide Students Picture Books Creation Award", “Fine Art Award Winning Album,” as well as a series of teaching books concerning annual theme exhibitions will be compiled and published.

6. Sixth, to operate within the Taiwan Arts Education Network:

For the purpose of providing a smoother and more convenient learning channel, it is important to establish the "Taiwan Art and Aesthetic Education Resources Website" and networking platform, to integrate website resources of National Taiwan Arts Education Center. These connections will help develop and build online learning courses and a consulting service arena in the effort of recruiting experts to provide all kinds of arts education services.

7. Seventh, to build the Nanhai Aesthetic Art Park:

Through the "Project of Building Arts Education Center, " "Taiwan Arts Education Network Enhancement Plan," and the "Old Theater New Life Transformation Plan," as well as the integration of the resources of Nanhai Art Academy and Taipei Botanical Garden’s nature, history, art, and humanity, and their surrounding museums, historic buildings, and other cultural facilities. A joint mission of which can effectively institute and establish an arena for the schools’ arts development program coupled with a living space for the civil community arts, i.e., "Nanhai Aesthetic Art Park."
