藝術是人類心靈之自由創作，它超越了國界與人權，亦超越時間與空間的限制，在自由心靈的共鳴中，領略了藝術所提供我們美的情操與人生的優質生活，由此可知「藝術教育」在物質文明急速發達下，人類精神文明衰退的現代社會是負有多麼重要的使命。
國立臺灣藝術教育館與中華民國兒童美術教育學會為了提高兒童美術教育水準，增進人類相互了解及情誼，促進國際文化交流，故於國立臺灣藝術教育館藝廊舉辦中華民國第三十六屆世界兒童畫特優作品展。
世界兒童畫展不僅推動台灣和世界各國進行實質的藝文交流，更使國內外的小朋友因緣際會了解到文化對一個人的心智成長的影響，何其重大！相信每位參與者必定深刻的感受到，擁有藝術心靈的人，當能存有一寧靜的心，這是童年生命裡最唯美的部份，尤其是可以凝視一生的想像與願望，歡迎大朋友、小朋友一同前來觀賞。
Art is a kind of liberal creation of human spirit, which transcends national boundary and human right, also transcends the restriction of time and space. In the resonance of liberal mind, we could understand the beautifully noble thoughts and feelings and excellent living of life that art provided for us. Thus it can be seen that "Art Education" bear what important mission in the modern society of declined human spiritual civilization under speedy development of material civilization.
In order to upgrade the level of children's art education and increase human mutual understanding and friendship, as well as facilitate the intercourse of international cultures, National Taiwan Arts Education Center and Association for Education through Art, R.O.C. will hold the R.O.C. 36TH World Children's Painting Excellent Works Exhibition in this Center.
World Children's Painting Exhibition not only pushes Taiwan to proceed to real intercourse of literatures and arts with other countries in the world, but also allows international and local children to understand how great the influence of culture on the growth of an individual mind in this chance is! It's convinced that every attendant should have deep feeling that having art mind should have a peaceful heart. This is the most beautiful part in childhood, particularly which could contemplate lifetime imagination and wish. Adults and children are welcomed to come for appreciation.
