北瀛畫會始創於民國九十年，成員約四十人，大部分是由土城市公所種子培訓班、農會國畫班及板橋救國團學員所組成，由徐璞老師帶領指導，有些成員雖然沒有經過學校的科班訓練，但憑藉一股熱忱與喜好，努力學習，從不間斷，大家互相切磋畫藝，有共同的興趣，也常到郊外寫生。
該會宗旨為以畫會友，帶動心靈提升，以達推廣藝文之目的，期望藝壇先進及大雅不吝予以匡正。
Pei-ying Painting Club was set up in 2001, with a member of about 40 artists. Most of the members are from the seedling training class of Tucheng City Office, Chinese painting class of farm association, and students from Banqiao Youth Corps under the instruction of Professor Hsu Pu. Though some of the members are not brought up from the formal academic training through college and university, they have, with their passion and liking, been industrious in their learning, and have hardly stopped put efforts into the practice. Based on their mutual learning of painting as common interest, they have oftentimes gone outdoors to do sketch.
The purpose of the club is to build up friendship via painting, and thus stimulated spiritual enhancement, achieving the objective of promoting arts and literature. It is hoped that the seniors of the painting arena can help render advice and comments for correction and betterment.
