活動參與者由全國公私立高級中等學校美術班、美術資優班學生為對象，本計畫融入海洋教育議題與美感教育為主軸，結合「海洋文化、海洋資源」海洋教育主題，涵蓋多元活動課程，以「海洋體驗」與「美學創作」形式進行，透過環境實查與實作，表現、鑑賞與實踐等方式達成美學創作學習目標。
The target participants of the event are students of art classes and art talent classes. The event centers on marine and aesthetic education and combines with its maritime education theme – “Martine Culture and Maritime Resources.” It covers a diversity of courses in the forms of “exploring the sea” and “aesthetic creation”, to achieve the goal of aesthetic creation through field trips, hands-on classes, expressions, appreciation, and practice.
