粉彩畫藝術的創作，在歐美畫壇甚為盛行，國際性的交流、競賽活動相當的頻繁。粉彩色料是採取大自然的原色，其色澤純真、瑰麗、又具朦朧之美，作畫簡便，不需等乾即可重複上色，沒有褪色或龜裂之虞，深得畫家的喜愛，它與油畫、水彩畫等同具藝術價值。
國立臺灣藝術教育館為讓國人認識當今歐美粉彩藝術的水準與發展的概況，舉辦這次「國際粉彩畫家邀請展」，特邀請北美粉彩畫家協會為合辦單位，且得到美國粉彩畫協會、法國粉彩畫協會的熱情參與，在歐美當地甄選四十七位具代表性的菁英畫之作品，首次在台灣公開展示，希望國人重視藝術的價值和魅力。

Pastel painting is extremely popular in western art world. Frequent international competitions expand the recognition and appreciation of pastel paintings.
Pastels are made from pure pigments, retain their freshness and vibrant color, handle easily, and withstand the rest time without fading. Pastels are becoming an important and favor painting medium for many modern artists. Pastel paintings are equivalent in artistic values in every aspect to oil and water color paintings.
National Taiwan Arts Education Center, Pastel Society of America and North America Pastel Artists Association are co-sponsoring this "International Pastel Artists Invitation Exhibition". With the support of the Art Du Pastel En France, we invite forty-seven outstanding pastel artists from America, France, and other European countries to participate in this Exhibition. The subjects which include still life, floral, portraits, figures, and landscapes, not only differ in style and reflect the individuality and talent of each artist but also show the beauty and capability of pastels.
This is the first pastel exhibition in National Taiwan Arts Education Center. We sincerely hope this Exhibition will impress the viewers with the richness of pastels and will inspire more artists to appreciate this exciting painting medium.
